davvThere is a quote that goes in the general vein of:
"Civilization is measured by what it can do without thinking about it."
That's quite a systems-based way of thinking about things! And it works, for the same reason that "good government is like air".
(And if any of you can find a more exact phrasing of the quote, or a sourcing, that would be nice indeed.)
