Virtual organizations, again

Say one could make virtual organization software like I mentioned[1]. This "organization" permits coordination and action in a way that can't be tinkered with from outside the organization, and where the planning isn't visible from the outside.
Would it be a good or a bad thing to make that?
It is good in the sense that it could be used by people in states that use divide and conquer to cancel resistance. It is bad in the sense that it could be used by people in democracies, too, to plan ways of disrupting the state or evading its laws.[2]
So what it really comes down to is: would it be a good thing to make something that makes it easier to conspire? Yes, when what one conspires against is good; no, when what one conspires against is bad. Does that balance in favor or against?
[1] I have a vague idea of how it would be done, but it'd need lots of thought to set the details and even more work to actually implement the thing.

[2] And there's another thing to think of, too. It would further encourage a view of the world as fluid - what some may call "chaotic" or "without direction". And some would also say the modern world has enough of that as it is. }
